This would be very tedious as you would need to pull a list of every release file for the addon, store the ids, and query them all one by one....

Please tell users what Github PAT scopes you need

I do not believe you need to add any permissions to the base PAT for downloads to work. Adding a section for this to the guide is a great idea.
