Shouldn't this rather be done in [`ghub+`](https://github.com/vermiculus/ghub-plus)?

Magithub can probably refresh the cache inside macro `magithub-cache-without-cache`. Most (all?) of the 'full refresh' commands get into this codepath eventually.

I think it has something to do with jumping to `(point-max)` when `magit-todos-insert-at` is `bottom` -- I don't think `magit-todos-insert-at` can work for the purpose for which it was intended....

It's almost certainly possible as far as GitHub's API is concerned, but it's not implemented today in magithub.
