That "etc." is important; please provide a minimal example file that reproduces the problem as well as the version information LuaTeX provides in the log file.

Best solution would probably be an option to `\LoadPackagesNow` (or whatever it's called) with an option to only echo what it would do – essentially a dry run.

I laud the effort, but keep in mind that this opens the door for each individual translation to go out-of-sync.
