Not sure I understand... Am I replacing DWMBG with MFE? Or am I just using MFE to patch this specific issue, whilst keeping DWMBG for the main blur effect?
I don't have a 'general rule' option on my UI
None of these options are available in the latest version. I've installed the 2023 release which has these options, and it isn't changing anything for me.

I've got it partially working. It extends to the borders, but something has clearly malfunctioned. It only works on Explorer.exe and the brightness has been cranked WAY up.
I'm on 24H2, so that's not an option, sadly.
