Can you reliably reproduce the issue? If so, what steps do you take to cause the layout problem to happen?

The way that particular tool tip is generated needs some rework before the translations show up. Are there any other instances that you've found of untranslated text?
If OBS is crashing, then the plugin isn’t getting a chance to save its settings at close. Get the crash problem sorted, and see if you still have the presets...
