I'm afraid the log is pretty clear - there's no upscale happening at all. The mod is never seeing a submit call from SteamVR and hence isn't doing any post-processing....

Drag the psarc directly onto the RocksmithToTab.exe (*not* the GUI.exe), that should convert it.
