Being one of the authors of https://github.com/kubernetes-sigs/scheduler-plugins/blob/master/pkg/noderesourcetopology/README.md which has a pretty novel and somehow new caching machinery, I'm interested in this KEP and will review as soon as possible.
reviewers: I'm helping with this enh and I pushed a *partial* update, I'll be addressing all the pending comments and clean up ina short while.
