For testing and supporting existing implementations I don't think a blanket limit makes sense. But maybe a default generator that limits the range would be helpful for newcomers.

The short answer is, yes. In most scenarios we are currently deploying to, latency larger than this is an indicator that the device is offline/things are broken.

Glad to hear that, the slowdown I was referring to was not key generation but signing & verification operations
