From little googling KERNELBASE.dll is a system file. Have you installed any Windows Updates or anything lately? This SO post http://stackoverflow.com/questions/10327908/fault-module-kernelbase-dll-application-crash suggested running SFC to fix damaged system files.
Do you have any anti-malware/firewall software installed? You may have to allow the Xenko stuff.
