I'm not sure to which refactoring you're referring to. There was a [change in `CLASSPATH`](https://github.com/deric/puppet-zookeeper/commit/d04dcf8fddc51198412170d1cc625f6b66485102), a long time ago. There's also #104 that hasn't been resolved. `zookeeperd` even on Debian...
I guess the motivation was that in some cases calling `zookeeper-server-initialize ` might not be considered as dangerous.
