Add TFAR events for preInit and postInit. So missionbuilders can just add tfar specific scripts into these eventhandlers. That should be done in 1.0!
Not really a way to accomplish this. We can't find out when init.sqf is done running. And if we add events that fire before TFAR init and after init there...
