This adds parameters to `/etc/systemd/networkd.conf` to allow controlling the default value of the `UseDomain=` parameter (for both dhcp v4 and v6).

bring filesystem package inline with Fedora (i.e. don't include files in the filesystem package)

Move the files contained in the `filesystem` package out into the appropriate separate packages (mostly the `setup` package), and update the `filesystem` package to use Fedora packaging. Fixes: #6927

kernel: add kernel-uki package
