Thanks for the good bug report. I think we need to update the constraint in the unary `create_mirror_view` to compare the **non-const** data type to the host mirror data type....
Does the documentation say anything about this? If the answer is "no we don't", does the doc include anything regarding guarantees with parallel_reduce or parallel_for (I understand parallel_scan is different)....

Current failures are clearly unrelated (previous OpenACC issue, OpenMPTarget compile error that is resolved in develop, and other timeouts)
Do you have a good reason to use Kokkos 3.7.02? Have you managed to build VTK-m + Kokkos on any other system with NVIDIA GPU before? What is different here?...
