Almost done, only js.ml and js_math.ml remaining in .ml syntax now because of some unexpected changes to release.ninja when converting those.

Started implementing this. Indeed it works fine to run cppo on .res files.

See #6271 for the Belt part. I will extend that to the rest of jscomp/other in a separate PR later.
