The biggest blocker to this right now is truffle-db. Is removing it from the repo a path forward? @gnidan thoughts?

There are two issues, 1) building truffle on windows and 2) installing truffle on windows. We should have a team discussion. @cds-amal, will schedule.

#5065 should be taken into consideration for this PR
