Audit and Fix the Windows Build

Developers that use Windows have encountered numerous issues that seem specific to their machines. We need to audit what these issues are and fix the problem to support our Windows users.

There are two issues, 1) building truffle on windows and 2) installing truffle on windows. We should have a team discussion. @cds-amal, will schedule.
