Without this there is no indexing data for unfocused targets. Even with that, I'm removing it as a blocker for 0.7.0, as there are performance considerations I want to deeply...

I'm not sure we want to force that flag on all users of rules_swift. Let's see if @allevato has any additional thoughts.
They might be supported, but we don't have examples of them if they aren't, so we can't check them off yet.
`settings_bundle` needs some special `AppleResourceInfo` handling. It should work for BwB though as is.
