Currently it is default and means player cannot move them precisely.
Somehow we still need to unbuild them though, maybe a static function to init them at start? Or we move them to their own collection until they should really exist?
Or make it so it is properly attached to location not garrison, and can be disabled everywhere. Currently its weird dis-embodied siren, and perhaps doesn't make sense in places like...
e.g. every town, totally random, big + random, none?!.
Make sure to have enough room for ammo, rearm when out of ammo. Prefer primary. Probably this should be done in general for units not just militants.
Thus putting him off from a wider area. Or more like damage should be applied in a disk with fall off instead of as a point, then can be read...
Currently there is no indication that they worked or didn't (even though they always do...)
If some error occurs it could be stuck on. Perhaps remove it and go back to critical section for loading/init? Maybe a time out for it?
