For now, I would say we should consider this a bug until proven otherwise.
Note that finding the correct values is tricky (see the very involved discussion above). This requires deep understanding of how samples are created in and removed from memory.
I have this on my (long) review queue and have a detailed look ASAP. At first glance, this looks like avg_over_time with proper weight, which is something I always wanted....
