Need a different solution, mod filter is intended for conflict solver not for reset conflicts and would result in user confusion.

This is going to break the export\import simplicity and readability and turn it into a csv. Not sure I want to go down that route.

And make my life even harder by having to manually strip the version. That's even worse.

This seems highly specific, probably wanna do these with some kind of a ignore rules like syntax (at a later date). Probably going to have to extend the mod filter...
