Remove Projects and Compliance

Clean up the code by removing projects and compliance since Projects were disabled a long time ago. Notes were added in some of the relevant files indicating to delete them.

This was discussed so that when graphing data in Custom Reports, there is a guarantee that none of the cycles overlap each other.

Change name of Program Insights

Maybe change the name to Property Insights?

Enable filtering of columns that appear in both inventory types

For example, the "Address Line 1" column for Properties can't be filtered in the Property version of Inventory List.

Fix issue caused by Filter Groups where Inventory Page is loaded twice

When the inventory page is loaded or refreshed, it loads the table twice instead of just one time. This issue started after Filter Groups were added.
