After CloudEvents and SPIFFE reviews, we can have more idea about what governance in a spec project looks like and we can update our template (or create a new one)...
Some of this is already done when @geekygirldawn reorganized the directory hierarchy (maybe all done). Add index files in directories in the website, so that directory pages don't look empty....
