[Governance review] Telepresence

We would like to promote Telepresence from sandbox to incubation. We have not raised the PR on cncf/toc yet, but would like to get the ball rolling on a governance review of our project.

Before I do the governance review, I was wondering if you were interested in modifying your governance to use the current template for maintainer governance? We have instructions for using the template on our website.

I can do the review now without you using the template, but a lot of what I would recommend is covered pretty well in the template, and that might be an easier place for you to start.

Let me know how you'd like to proceed.

I would be ok with someone else picking this up. KubeCon will be 3 straight weeks of travel for me, and I’m behind on everything. If no one gets to it, I can probably pick this up in 2-3 weeks after I catch up on a few other things.

@jberkus @aliok Since I haven't done this one, and I'm about to leave for 3 weeks, I've unassigned myself from it. This is one of our oldest requests (along with Istio), so maybe we should pick this one up next?
