This error always happens whenever I open up cmd.exe for the first time. If I ask it not to restart, it doesn't appear again for the rest of the session.
Can also confirm it only happens with the input language display on.
Also in a case like mine, using V-Sync isn't really feasible because for whatever reason, having it on actually _causes_ some screen tearing.
Bumping this with two new things to add: 1. I can confirm that only the Visual Offset seems to cause the audio and chart jump. Input still is slightly funky...
For extra clarification, using a test Visual Offset of 100ms like I did should make the song start prematurely, before the beat after the Go! soundbite completes. Also, this works...
