There's a version of the vcruntime140.dll for Windows 7 if you can find it; it's essentially a dummy DLL, but it fixes the program's prerequisite and seems to work fine.

You might try grabbing the latest Microsoft Visual C runtime distributable and see if that helps. Meanwhile I'm getting a missing api-ms.win-core-rtlsupport-l1-2-0.dll error... which from what I can tell happens...
