so is this a no? is it not possible to use api-ms-win-core-rtlsupport-l1-2-0.dll on w7 somehow?

There's a version of the vcruntime140.dll for Windows 7 if you can find it; it's essentially a dummy DLL, but it fixes the program's prerequisite and seems to work fine.
