What about putting a toggle in the header bar that dims the rest of the page but still lets the user interact with it?

It probbably isn't necessary but could you mention that the size limits are Scratch's and not the addon's?

For the dangerous tag itself what about removing it and automaticlly adding the enabling confirmation to all addons with a warning?

An alternative to the submenu could be to have settings to turn of some of the options, but it's just 2 more items.
