You might want to take a look at https://github.com/ReToCode/knative-multitenancy. It is not really supported directly by Knative but can be achieved using istio resources.

I think its a valid point to discuss, we already do have PDBs for the important data-path components. But it might need some design on when to create/update/delete the PDBs...
Eventing still has a dependency on the mako-stub. So this task is on hold, until this dependency is removed.
