The volunteer commits to volunteering for a specific disaster during a specific date, they then can check into or defer when that time comes, that is the "check in". Right...

basically it allows for when a user or admin is looking at available volunteers associated with a disaster if a volunteer is "unavailable" this will be indicated to decision makers.
