I saw that solution too. I tried simply replacing "javah" to "javac -h" in that line. But since I have little knowledge about groovy and gradle, it did not work.

This is happening to me as well. My laptop has AMD CPU and GPU (Lenovo Z16). I remember simulate.exe worked in late 2022.
@saran-t I tried as far back as version 2.1.2 and the problem persists on my laptop (Windows 11 and AMD chips). I also tested it on my windows 10 PC...

I installed opencv by downloading the opencv for windows and extracted it. I tried to add the path into system variable. In python 3.6, I am able to import cv2.
