There should be a button to copy the captcha's json. When this happens the next time please copy the captcha and post it here.

The rate limit is not a bug of the client. You will get the same rate limits even in the browser.

Is it the same rate limit though? Does it show up in the captcha window?

This can be literally anything: bad network, bad date/time, certificates are outdated, ISP blocks 4chan, etc.

Your animations seem to have very long duration. Try to decrease it in the OS settings.

It's not a setting. It's a way for developers to make screens be displayed behind status/navigation bars. I don't think users can enable/disable it.
