AFAIK it's (currently) not possible to detect language/layouts. See also #14120 Off-topic: I've seen advaced keyboards like (for example) [Optimus Popularis](https://www.artlebedev.com/optimus/popularis/) ([video](https://www.youtube.com/watch?v=UvG_rTTmvmg)) which are totally programmable.

Currently, this is not possible woth Keyboard Manager. But [AutoHotkey](https://www.autohotkey.com) could do this without breaking a sweat!
