IrcProvider needs a rewrite

Preferably using a new nuget library. The current one is unmaintained and blocks all the fucking time. The thread/task handling in it is atrocious.

Implement POSIX system identities

Currently any attempt to create a user with a system identity or set an instance to use system identity reads/writes on POSIX returns HTTP 501 Not Implemented Blocked by dotnet/corefx#3187

Find an up-to-date alternative for cyberboss/postgres-max-connections

This is used in integration tests. Docker free builds got removed IIRC, need to check on this
