Uniquely tag all queries

Just learned that `.TagWith(string)` is an EF Core function. We should apply it to all queries so they get visibility in the logs and DB.

Theoretically, now that https://github.com/dotnet/runtime/issues/24009 is closed, we should have no issue doing things fully async. MAKE SURE TO NOT INVOKE THE ASYNC API ON THE CALLING THREAD.

DX Setup may fail if there is no DX version installed (Server Core) workaround inside
