https://github.com/xbmc/xbmc/issues/22921 is not backportable to Kodi 20 because its basically a new feature @sarbes did a fix that is worth a try if it works and should be easily backportable...

yes this sadly needs rework to make it properly work

We have the same problem, since updating from 6.3.x to 6.4.x notifications are completely broken for ~70% of the users at the official RC Client, strangely who is affected changes...
