AmbientSounds detects worldRain, but notice that `rain` is false. So somehow the player does not seem to stand in the rain. Are there any other mods installed?

I think there are some downsides to use the ticks instead of real time. Especially if you are running on a server where tick rate is often not as high...
The newest version of CMDCam has support added. Would be quite happy if you could try it out and see if it works (untested).
