It has been marked as `Won't fix (Intended behavior)`. By the way, it's not only Chrome, the same happens in Firefox.
This problem occurs only sometimes, I have to reload website few/several times and it's not related to Popup Blocker. When it happens then there is no `local.adguard.org` in page source....

I cannot reproduce it today, but when I was checking it yesterday problem has been occurring on Android (nightly build) and Windows (stable and nightly build).

I have exactly the same problem. With WFP network driver enabled website doesn't load.
Maybe a coincidence and it's not related to WFP driver, but in my case, as soon as I disable WFP driver (and restart PC to apply changes) then website loads...
