Issue Details

Steps to reproduce:

1. Go to - https://www.right.com.cn/forum/
2. Check certificate

Related to - https://github.com/AdguardTeam/AdguardFilters/issues/211243

Expected Behavior

There should be AdGuard certificate and website should be filtered.

Actual Behavior

There is no AdGuard certificate so website is not filtered.

I cannot reproduce it today, but when I was checking it yesterday problem has been occurring on Android (nightly build) and Windows (stable and nightly build).
