yes looks like the new sampledata helper is not loaded in the module yet. i was sure i have tested that too but looks like i have not.
What kind of `message management extension` are you looking for? Shouldt a module / plugin / component take care of its own messages?
Also it might make sense to test on different frontend media / js files to detect joomla even when someone blocks access to all xml files.
