Move repos from open-telemetry-private org to this org now that private repos are supported in this org

Now that we can have private repos in this org (#2793), let's move over anything in that org to private repos in this org and delete(?) that org.

Now that we are removing admin permissions from maintainers, a problem arises that maintainers don't have a way to check what settings are available to them within the open-telemetry org...
