Codespace prebuilds

We are currently unable to use GitHub Codespace prebuilds because

Prebuilds are currently disabled because open-telemetry has reached its Codespaces spending limit for this period. Please contact an administrator to enable prebuilds.

I've opened a ticket with CNCF to see if we can set a non-zero monthly Codespace budget (https://cncfservicedesk.atlassian.net/servicedesk/customer/portal/1/CNCFSD-2921).
