As per a discussion with @ADKaster (https://discord.com/channels/830522505605283862/830525093905170492/1099250402689568778) I should try to give some more explanation with code, demonstrations, pictures, etc, to other people so they understand how this all goes....

Now that #17945 was merged, I will need to ensure it takes the key index from other value rather the scan code.

There might be other places like it was with `WindowServer` that uses raw scancodes. Blocked until further notice.
