Can you check these parent changesets if they are on a branch listed in `git tfs list-remote-branches "TFS URL"` with a direct relation to your Trunk branch?
According to the screenshot it tries to fetch from `ECA/PDXClaimsMatrix/Development/Dev` but that branch is not listed at all in your output list, even if I assume you anonymized the first...
Can you check where these missing changesets (according to the screenshot) are, e.g. on which branch? E.g. the changesets 76185, 76462 would be examples to look for.
So the changesets are in the branch hierarchy (I originally thought that there are some baseless merges or completely outside of the branch hierachy), but for whatever reason they are...

I would also prefer if explicit and ignored tests would not clutter the output. Perhaps the behavior change can be hidden behind a consule-runner parameter?

At the top of my head, I don't know what happens when you convert a folder **after the fact** to a TFS branch. Maybe that is also the underlying problem...
Did you solve this problem? The only thing which helped me in the past was to run git-tfs with https://github.com/dnSpyEx/dnSpy which allows to also debug the VS code.
