I think we should move the c/i config files to usr and overrride in /etc for consistency, and then users can just blow away /etc/ to get back to default...
contianer-storage is the transport used by CRI-O which supports Kubernetes. containerd wants to dominate it's storage so you would have to add a new transport for it to containers/image similar...
I agree, lets move this package to archive and continue work in buildah.

You would also take up more temporary space as the blobs would exist on disk for a longer point of time. Currently once a blob is downloaded, completely that layer...

I believe we should ship the "distros" defaults in /usr and leave /etc/ to the system administrator, so I support changing this.
