In the upcoming release [v0.13](https://github.com/ipfs/go-ipfs/issues/8640) , a new swarm resource manager has been added. This allows for more fine-grained resource usage control. https://github.com/ipfs/go-ipfs/blob/master/docs/config.md#swarmresourcemgr
