And 关 is fullwidth in some Japanese fonts including Meiryo ans MS Gothic. In IPA Gothic/Mincho, both are fullwidth.
In addition, the current HK glyph (using JP IVD) is slightly different from the HK standard. The middle-right vertical stroke does not poke out at the bottom in the HK...
Also notice that the current TW glyph looks unbalanced. The top part can be adjusted to be asymmetric to make the white space more balanced.
