Namecoin did use a [reverse auction](https://en.wikipedia.org/wiki/Reverse_auction)-based system to allocate domains initially; see [the design documents](https://github.com/namecoin/namecoin-legacy/blob/namecoinq/DESIGN-namecoin.md#network-fees). The [Coase theorem](https://en.wikipedia.org/wiki/Coase_theorem) says it doesn't matter anyway.
