This is just a workaround though as it looks like a bug in chef

@ncerny Should `license` be required or should the files only be created if the property is set? I'm guessing the former.

@mattray I understand why this is confusing since the channel attribute restricts types to Symbols. This isn't as much a bug in Policyfiles or chef-ingredient as it is more idiosyncratic....
