Almost 2 years have passed, the issue is still here.

I've built ROS2 from sources, binding to Python 3.9. Version in ros2.repos is `galactic` `ros2 doctor --report` gives similar error, and dependencies show the same missing imports 

Well, it looks like missing imports from WS2_32.dll is not the reason of the issue. I've got one more installation of ROS2, rolling build from sources, it doesn't show import...

I've also noticed that there are no mentions about RMW in the report.
