note: I am building on Mac M1, with modification to hpcts to force rebuild of images (in order to test other changes): "docker compose up -d --build" instead of --no-build

This was initially looked at in #175 , but the issue remains; could someone rebuild the image in the repo with this fix? ubccr/hpcts:ondemand-2023.07 doesn't have libyaml-devel addition.
